Driving in Russia: Rentals, Parking, Tolls and Winter Planning

A car is often unnecessary in central Moscow or Saint Petersburg. Beyond the cities, distances and payment arrangements require careful preparation. Check travel advisories, insurance and access restrictions first; a rental listing does not establish that a route is safe or permitted.

Decide whether a car helps

Compare rental, parking and insurance costs with trains and taxis. A generic international comparison link, including DiscoverCars, does not establish current Russian inventory.

Obtain confirmation from an authorised supplier that your documents and payment method are accepted and the route is insured. No verified Russian rental offer is presented here.

Documents and rental conditions

Carry your original licence and an appropriate international driving permit; establish whether a certified translation is required for your licence. An IDP is not a standalone licence.

Confirm deposit arrangements, third-party cover, excess, additional drivers and breakdown assistance. A payment method that works for accommodation may not satisfy a rental deposit requirement.

Road side and speed

Drive on the right. Speeds are in km/h: ordinary private-car defaults are 60 in settlements, 90 outside and 110 on motorways; signed residential zones are 20. Signs can alter limits.

Do not treat an enforcement tolerance as permission to exceed the limit. Visibility, ice and pedestrians may require a substantially lower speed.

Turning at traffic lights

A left turn on ordinary green must yield to opposing traffic. There is no general right-on-red permission. A separate green arrow alongside red only authorises its marked direction, with the required yielding.

Select the correct lane early and do not make a sudden turn to rescue a missed navigation instruction.

Roundabouts and priority

Circulate anticlockwise. Entering a signed roundabout from a non-priority road requires yielding to circulating traffic; priority-road signs can change the arrangement.

Read the approach signs and lane markings. Do not cut across an occupied outer lane to reach an exit.

Lights and urban awareness

Use dipped headlights or daytime running lights during the day, and appropriate full vehicle lighting when dark or visibility is poor.

Watch for tram tracks, crossings and bus movements. Save your accommodation’s Cyrillic address before driving and use a passenger or a safe stop for navigation changes.

Moscow parking

The Parking Russia app, Парковки России, identifies parking zones and vehicle plates. Moscow paid street parking must be paid within five minutes.

Test registration and payment first. If inaccessible, choose a staffed car park accepting your payment method. Payment never overrides a residents-only or no-parking restriction.

Avtodor tolls

Some routes use barriers and others number-plate-based Free Flow, including M-12. Free Flow payment is due within five days, and foreign cards can fail online.

Agree rental billing and administration fees in writing. Operator service centres also offer cash payment; plan access and opening hours. Avoid duplicate registration alongside the rental company’s arrangement.

Winter preparation

Private cars need winter tyres in December–February. Actual winter conditions can last longer and vary dramatically by region.

Confirm tyres, cold-weather washer fluid and emergency equipment. Keep warm clothing, food, water and backup power accessible. Postpone a drive when conditions exceed your experience.

Fuel

Fuel is sold in litres. Petrol may be labelled АИ-92, АИ-95 or АИ-98, and diesel ДТ. Follow the vehicle specification rather than pump colour.

Confirm payment with the cashier before filling and retain the receipt. Refuel early outside urban areas rather than relying on the next mapped station.

Electric vehicles

The ЭЗС РусГидро app provides charging-network locations and connector information. Imported vehicles can use different charging standards, so check the actual car and station.

Have the rental company demonstrate successful access and payment. A map marker alone is not enough for a long route. Plan a backup charger and allow for reduced range in cold weather.

Restrictions and emergencies

Do not assume a rental can cross borders or enter every region. Obtain written permission and insurance confirmation, and respect closures and military restrictions.

Arrange appropriate child restraints and use seat belts. Avoid alcohol when driving. Keep rental assistance details and use 112 for an emergency.
